I don't know the percentages when you buy Improve Minimum DQ Rarity I and II, but it should significantly improve those values to above 125 initially and above 250 after the II if all chances for common and uncommon are removed. Guild exp is important, but the scale of the guild exp boost is different. Initially each daily quest slot is worth 83.75 E coins/day.
